Effective July 1, 2024, the Division of Financial Institutions stopped applying the Money Transmitters Modernization Act to digital currency activity, and Coinbase returned that August after a seven year absence. Legal status and licensing in Hawaii

Bitcoin is legal in Hawaii. The Department of Commerce and Consumer Affairs' Division of Financial Institutions announced in January 2024 that it would no longer treat digital asset activity as money transmission under state law, so crypto companies need no state money transmitter license, a change that took effect July 1, 2024. Companies are still expected to meet federal requirements, including FinCEN registration and SEC or FINRA rules where they apply.
