Usable, with warnings
These platforms operate, but each carries a problem you should read about before depositing money.
- ChangellyChangelly was added to the UK FCA warning list in July 2024 and has announced no MiCA authorization as of mid-2026, so its availability to UK and EU users is questionable.
- Digital SurgeEntered voluntary administration in 2022 after the FTX collapse trapped part of its customer assets. Creditors voted to reopen the business in 2023: balances under 250 Australian dollars were repaid in full, larger balances were repaid at 55 cents in the dollar, and the remainder is being paid out of trading profits over five years.
- HeavenExCuba-focused P2P platform (formerly CubaXchange) with thin third-party verification; treat availability claims with care (assessed 2026).
- NairaExNigeria's oldest bitcoin exchange, founded in 2015, is still online, but activity and service consistency have collapsed and its standing under the SEC's 2025-2026 VASP licensing regime is unclear.
- WazirXLost 234 million dollars in a July 2024 wallet breach and froze customer funds for over a year. A Singapore court approved a restructuring in October 2025 and trading resumed on 24 October 2025, with an initial 85 percent payout. The remaining 15 percent is owed in Recovery Tokens that remain non-tradable and non-withdrawable as of mid-2026.
- KeepChangeNo verifiable public activity since roughly 2024, and it is absent from every major 2025-2026 P2P roundup; assume it is dormant and do not rely on it.

How we rank exchanges
Three things, in no fixed weighting, because the right trade-off changes by market. Fees: the published spot rate a normal buyer actually pays, not the headline tier that needs a volume no individual reaches. Security record: how long the platform has operated, what has gone wrong, and what it did about it. Local payment support: whether you can fund an account the way people in your country actually move money, which is where most of the difference between two otherwise similar exchanges lives.
None of it is for sale. One link on this site carries a referral code, the Binance one, and it buys no placement: Binance ranks where the three criteria put it, the same as every other platform. Where a ranking changes we say what changed and why on the country page, and where an exchange leads a market the reason can be checked against the same data the page is built from.
An exchange rating is a 0 to 5 editorial score summarising the same three inputs. It is not an average of user reviews, and nobody can pay to move one.
What the statuses mean
Active means the platform is operating normally as far as we can tell. Caution means something is wrong that a reader should know before depositing, and it does not mean the same thing twice: WazirX lost 234 million dollars in a July 2024 wallet breach and froze customer funds for over a year, Changelly sits on the UK FCA warning list, and Digital Surge went through voluntary administration after the FTX collapse trapped part of its customer assets.
Defunct and rebranded platforms keep their pages. Bittrex filed Chapter 11 in May 2023, LocalBitcoins closed in February 2023, and Paxful wound down in October 2025; each page says what happened and points at something that works. A page that disappears when the company does leaves the person searching the name with nothing but the scams that target them.
What to check before you deposit
Whether it serves your country, first, since availability changes by market and by state. Then the total cost of the way you intend to pay: a card purchase can cost several percent where a bank transfer costs nothing, and the difference dwarfs the trading fee everyone compares. Then whether you can withdraw the bitcoin to a wallet you control, because an exchange that will not let you leave is a savings account with extra steps.
Identity verification is close to universal now. Every platform here requires it except one, and that one carries a warning for unrelated reasons, so plan on a passport or ID rather than looking for a way around it.

Which bitcoin exchange has the lowest fees?
On the published spot rate, Binance at 0.1 percent is the lowest of the major platforms, with Bitvavo next at 0.15 percent at the tier ordinary buyers pay. But the trading fee is rarely the largest cost: how you fund the account usually matters more, since card purchases carry a few percent while bank transfers are often free.
Are bitcoin exchanges safe?
The good ones are safe to buy on and none of them is a safe place to keep savings. Exchanges have failed with customer money inside more than once, and an exchange balance is a claim on a company rather than bitcoin you control. Buy on a regulated platform, then withdraw anything you would mind losing to a wallet whose keys are yours.
Do all exchanges require ID verification?
Effectively yes. Of the platforms reviewed here, only one does not require identity verification, and it carries a warning for separate reasons. Anti-money-laundering rules now apply to fiat on-ramps almost everywhere, so a service offering to sell you bitcoin without any checks is worth treating as a red flag rather than a feature.
