For decades Massachusetts licensed only foreign transmittal agencies, firms sending money abroad, so the Division of Banks ruled again and again, in opinions like 22-002, that trading bitcoin for dollars needed no state license at all. Chapter 312 of the Acts of 2024 closed that gap with a comprehensive money transmission law, MGL chapter 169B, under which the Division began licensing transmitters on January 1, 2026. None of this has ever kept platforms out: all eight exchanges we track, from Coinbase and Gemini to River and Swan Bitcoin, serve Massachusetts with no caveats.
