Sri Lanka neither bans nor blesses bitcoin, and the central bank wants you to know you are on your own: buying is possible through Binance, the platform most Sri Lankans use, Coinmama for cards where they still work, and Binance's P2P market for direct trades under escrow, but neither is licensed locally and the Central Bank of Sri Lanka warns repeatedly that crypto is unregulated with no legal protection. Banks are told not to process crypto transactions, including card payments, which is why most volume moves through P2P deals settled by rupee bank transfer. Regulation has been discussed, including registering service providers with the Financial Intelligence Unit, but nothing has been enacted.

Sri Lanka's status is unclear by design. The Central Bank of Sri Lanka states that cryptocurrencies are not legal tender, are unregulated, and carry no legal or regulatory protection, and it has directed banks not to facilitate crypto transactions, including blocking card payments to exchanges. Holding bitcoin is not a crime, but every on-ramp operates outside the licensed financial system. Officials have floated bringing virtual asset service providers under Financial Intelligence Unit registration, but no framework has passed.
