The Department of Banking and Securities published guidance in January 2019 concluding that virtual currency was not money under the state's Money Transmitter Act, so crypto-only trading platforms needed no Pennsylvania license. An April 2024 policy statement reversed that interpretation, declaring that money includes virtual currency such as bitcoin, with an effective date of October 15, 2024.
