An April 2024 policy statement reversed that interpretation, declaring that money includes virtual currency such as bitcoin, with an effective date of October 15, 2024. Exchanges serving Pennsylvanians now operate inside the state licensing regime, on top of the federal FinCEN registration that applied all along.
