Code Title 26, Chapter 10), and its Bulletin 22-BB-001 of August 2022 states that receiving, storing, or transmitting virtual currency for District residents requires that license. A March 2023 notice extended enforcement to unlicensed bitcoin ATM operators. Buying and holding bitcoin as an individual needs no license.
