No statehouse sits behind bitcoin rules in the District of Columbia; the Department of Insurance, Securities and Banking fills that role, and its August 2022 bulletin declared that moving or storing virtual currency for District residents is licensable money transmission under the Money Transmitters Act. In March 2023 it followed up with an enforcement notice aimed at unlicensed bitcoin ATM operators, backed by felony penalties in the D.C. Code. For ordinary buyers the District looks like the friendliest states: all eight exchanges we track serve DC, including Binance.US, which skips a dozen states but not the capital. Link a bank account and make free ACH transfers your default funding rail, stepping up to a wire only when size or speed demands it.

Is bitcoin legal in District of Columbia?
Bitcoin is legal in the District of Columbia. The Department of Insurance, Securities and Banking (DISB) licenses money transmitters under the Money Transmitters Act of 1996 (D.C. Code Title 26, Chapter 10), and its Bulletin 22-BB-001 of August 2022 states that receiving, storing, or transmitting virtual currency for District residents requires that license. A March 2023 notice extended enforcement to unlicensed bitcoin ATM operators. Buying and holding bitcoin as an individual needs no license.
