Rwanda has moved from warning about bitcoin to regulating it, and buying is straightforward: Yellow Card leads our list thanks to its African mobile money rails, Binance offers depth and low fees, and its P2P market hosts offers that should only ever be used with escrow. A law regulating virtual asset business took effect in 2026, making the Capital Market Authority the lead licensing regulator with the National Bank of Rwanda watching financial stability, a sharp turn from the central bank's earlier advisories steering banks away from crypto. Virtual assets are explicitly not legal tender, so francs remain the only money for payments. Most purchases in practice run through MTN Mobile Money or a bank transfer in Rwandan francs.

Legal status and regulation in Rwanda
Bitcoin is legal in Rwanda under a new framework. A law regulating virtual asset business, in force since 2026, designates the Capital Market Authority as lead regulator for virtual asset service providers, with the National Bank of Rwanda responsible for financial stability and payment system issues. Virtual assets are not legal tender, and only licensed, incorporated entities may provide virtual asset services.
