What is actually allowed in Cuba
Bitcoin is not banned in Cuba. The Banco Central de Cuba recognized virtual assets through Resolution 215 of 2021 and set conditions under which it may license virtual asset service providers, and in March 2026 it authorized certain small private businesses to use crypto for international payments. The practical constraint comes from outside: the US embargo means nearly every regulated global exchange refuses Cuban customers, identity documents, and IP addresses, leaving ordinary Cubans with peer-to-peer trades.
