Bitcoin access is restricted in Syria
Bitcoin access is restricted in Syria, and CEX.IO does not serve residents of Syria either: Syria is on the list of restricted countries that CEX.IO itself publishes, quoted below with the date it was read. Syria has no domestic law regulating or banning bitcoin; the constraint has been sanctions and a shattered banking sector.

Where this comes from
Derived from CEX.IO's support article listing the countries and territories it does not currently support, https://support.cex.io/en/articles/4560858-the-following-countries-and-territories-are-not-currently-supported-by-cex-io, read on 2026-09-05. It is an exclusion list: every country listed here is a sourced no, and a country absent from it is unknown rather than served. The article gives international and local regulation as the reason, and also names North Korea, which has no guide on this site and is not listed; availability by US state is covered on the state pages from the separate licence table.
What is actually allowed in Syria
Syria has no domestic law regulating or banning bitcoin; the constraint has been sanctions and a shattered banking sector. The United States terminated its comprehensive Syria sanctions program on 30 June 2025 through Executive Order 14312, and some international platforms then began accepting Syrian users, but designations against former regime figures continue, compliance teams remain wary, and no Syrian regulator licenses or supervises crypto activity.
