Bitcoin access is restricted in Cuba

Read the legal section below before acting on anything here.

Cuba is a strange split case: the Cuban state formally recognizes virtual assets, yet no major international exchange will open an account for a Cuban resident. The Banco Central de Cuba's Resolution 215 of August 2021 created a legal framework for crypto, and provider licensing has been contemplated since 2022, but the US embargo forces global platforms such as Coinbase, Kraken, and Binance to exclude the island. What remains is a thin local market. HeavenEx, a Cuba-focused P2P service, claims to match buyers and sellers in pesos, MLC, or bank transfer; third-party verification of the platform is thin, so if you use it at all, start small, insist on escrow, and withdraw immediately to a wallet you control.

Do you need a VPN?

A VPN does not change the legal position set out above: the law applies to you regardless of where your connection appears to come from, and exchanges verify identity on every network. We review VPNs as privacy tools that keep your browsing away from your network operator and internet provider, not as a way around any restriction.

If you run one for privacy, the strongest records on our list belong to NordVPN (6 independent no-logs audits, the most of any service we review), Windscribe (its no-logs claim tested in the real world 3 times) and Proton VPN (the most audited service with a free tier).

What the law says

Bitcoin is not banned in Cuba. The Banco Central de Cuba recognized virtual assets through Resolution 215 of 2021 and set conditions under which it may license virtual asset service providers, and in March 2026 it authorized certain small private businesses to use crypto for international payments. The practical constraint comes from outside: the US embargo means nearly every regulated global exchange refuses Cuban customers, identity documents, and IP addresses, leaving ordinary Cubans with peer-to-peer trades.

Frequently asked questions

Is bitcoin legal in Cuba?

Owning bitcoin is not criminalised in Cuba. The central bank recognized virtual assets in Resolution 215 of 2021 and has provided for licensing service providers. The restriction is practical: US sanctions cut Cuba off from nearly every regulated international exchange.

Why do international exchanges block Cuba?

The US embargo prohibits most companies with US exposure from serving Cuban residents. Regulated platforms enforce this by rejecting Cuban identity documents, addresses, bank details, and IP ranges, and accounts discovered to be Cuban are routinely frozen.

Is HeavenEx safe to use in Cuba?

Treat it with caution. HeavenEx is a niche P2P marketplace focused on Cuba with little independent verification of its operations. If you use it, trade small amounts, keep funds in escrow until payment clears, and move any bitcoin you buy to self-custody immediately.

How do Cubans hold bitcoin safely?

Self-custody is the reliable path: a wallet where you alone hold the keys, with the seed phrase written down and stored offline. It does not depend on any exchange, works regardless of sanctions, and is legal to practice.
