HB 19, signed March 5, 2018, exempts virtual currency from the Wyoming Money Transmitter Act, so exchanges need no state license, and the special purpose depository institution (SPDI) charter created in 2019, supervised by the Wyoming Division of Banking, lets crypto companies operate as full-reserve banks. Kraken Financial received the first SPDI charter in September 2020. Federal FinCEN registration still applies to exchanges.
