Ethiopia bans buying and selling bitcoin, and enforcement has tightened rather than eased. The National Bank of Ethiopia declared crypto trading illegal in 2022, gained firmer legal footing through Proclamation No. 1359/2025, banned birr-based peer-to-peer trades in March 2026, and in July 2026 issued a notice extending the prohibition to the exchange, transfer, custody, and issuance of virtual assets. The contradiction is striking: the state has welcomed industrial bitcoin miners drawn by cheap hydropower even as ordinary Ethiopians are barred from trading. What the law says

The National Bank of Ethiopia has treated cryptocurrency trading and payments as illegal since 2022, and Proclamation No. 1359/2025 reinforced its authority over the financial system. In March 2026 the NBE banned birr-paired peer-to-peer crypto transactions, and its public notice of July 23, 2026 clarified that the prohibition covers the exchange, transfer, custody, and issuance of virtual assets unless expressly authorized. Data-center bitcoin mining has been permitted separately, but that carve-out does not extend to trading.
