Cambodia sits in a genuinely unclear zone. In November 2024 the Telecommunication Regulator of Cambodia blocked the websites of 16 unlicensed foreign exchanges, including Binance and Coinbase. Personal holding is not criminalised, but users have no regulatory protection.
