Is bitcoin legal in Turkey?
Buying, holding, and trading bitcoin are legal in Turkey, but using crypto to pay for goods and services has been prohibited since the Central Bank of the Republic of Turkey's regulation took effect on April 30, 2021. A 2024 amendment to the Capital Markets Law brought exchanges under Capital Markets Board licensing as crypto asset service providers, with establishment and operating rules published in March 2025 and a minimum capital requirement of 150 million lira; licensing remains in a transition phase, and the board's published list of operating platforms is a declaration made during that changeover rather than a register of approved firms. Separately, an anti-money-laundering communique in force since June 28, 2025 imposes a 48-hour hold before crypto withdrawals, 72 hours on a first withdrawal, mandatory transfer descriptions of at least 20 characters, and stablecoin transfer caps of 3,000 dollars a day and 50,000 a month.
