Buying and holding bitcoin is legal in Ukraine, but the dedicated framework is unfinished. The law On Virtual Assets was signed in March 2022 yet never took effect because it depends on tax code amendments; in September 2025 the Verkhovna Rada approved at first reading draft law 10225-d, which would activate the regime with the National Bank of Ukraine among the regulators and proposes taxing crypto income at 18 percent plus the military levy, with a transitional preferential rate. Until adoption, exchanges serve Ukrainians without local authorization.
