The Finance Act of December 2025 brought virtual asset service providers into the Money Laundering and Proceeds of Crime Act, and regulations gazetted in June 2026 require crypto businesses to register with the RBZ's Financial Intelligence Unit, creating supervision without repealing the banking ban.
