Where this comes from
Binance publishes a List of Prohibited Countries, a one-page PDF its Terms of Use define by name, and it is an exclusion list: it names the jurisdictions whose residents may not register and says nothing about the rest. The version dated 5 January 2026 carries nine names in three tiers: the United States (by location, incorporation, residence, citizenship or operation), Canada and the Netherlands (by location, incorporation or residence), and Cuba, North Korea, Iran, Crimea and the so-called Donetsk and Luhansk People's Republics. Five of the nine map to the 231 countries this site covers (United States, Canada, Netherlands, Cuba and Iran); North Korea, Crimea, Donetsk and Luhansk are not among them. The list is not exhaustive in Binance's own words: the page says the prohibited countries are "the below Countries, and such other locations, as designated by Binance from time to time", and the Terms add that services may be wholly or partially restricted in countries beyond it, so a country absent from the list is unaddressed rather than confirmed. Binance's separate App Store availability table (updated 18 August 2026) lists 164 countries where the iPhone app can be downloaded, including Canada, so it measures store listing rather than eligibility and is not used here. Is bitcoin legal in Canada?
Bitcoin is legal in Canada and the exchange market is tightly regulated. Platforms serving Canadians must register under the Canadian Securities Administrators' framework, and the tier varies: Bitbuy, through Coinsquare Capital Markets Ltd., and Shakepay are registered Investment Dealers and members of CIRO, while Coinbase has held a restricted dealer registration since April 2024 and Kraken since April 2025, each with the Ontario Securities Commission as principal regulator. Quebec adds a layer: the Autorite des marches financiers keeps its own register, and every platform we list appears on it. Exchanges must also register with FINTRAC as money services businesses.
