Is buying bitcoin with Apple Pay legal in Brazil?

Bitcoin is fully legal in Brazil. Law No. 14,478 of 2022 created the legal framework for virtual assets, and the Banco Central do Brasil was designated as the market's regulator; its Resolutions 519, 520, and 521, issued in November 2025, established a full licensing regime for virtual asset service providers that took effect the following February, with existing firms required to apply for authorization or wind down.
