Vietnam moved from grey zone to framework. The Law on Digital Technology Industry, passed in June 2025 and effective 1 January 2026, recognises digital and crypto assets as property, and Resolution 05/2025 established a five-year pilot for licensed crypto exchanges under the Ministry of Finance, with the State Bank of Vietnam and Ministry of Public Security sharing oversight.
