Where this comes from
Bitstamp's Terms of Use for Bitstamp Ltd (last updated May 30, 2025, fetched at bitstamp.net/legal/terms-of-use/ltd/ on September 6, 2026 with a text identical to the terms-of-use page fetched the day before) carry no list of the countries whose residents may open an account: they say only that some functions may be unavailable depending on your country of residence, and name one country, Canada, whose residents have not been permitted to open new accounts since March 24, 2023 (the Canada FAQ set an opt-out deadline of May 10, 2024 for the transfer of Canadian customers to Bitbuy). The Russia/Ukraine FAQ adds that Bitstamp by Robinhood does not offer services to customers residing in the Russian Federation or in the Crimea, Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine. Canada and Russia are the two countries this list carries; the five Ukrainian regions are not among the 231 countries this site covers, and neither page names Ukraine itself. Neither page claims to be complete, and the other entity terms fetched (Europe S.A., USA Inc., Global Ltd, the two UK versions and Asia) name no restricted country of their own beyond the US entity's requirement that its customers reside in the United States or U.S. territories and its illustrative examples of US embargoes (Iran, Cuba, North Korea, Syria and the Crimea region of Ukraine), which are examples rather than a Bitstamp list.
